Visitors to Brumby Cemetery in Scunthorpe, Lincolnshire, said the behaviour was showed a lack of respect for the dead and their bereaved families.

“Absolute disrespect, the one sitting on the grave should be for the high jump – also its councils policy that employees are not allowed to smoke whilst wearing their uniform. Perhaps council workers sitting round smoking explains the above inflation council tax increases this year,” writes one Facebook user.

Another said: “[They are] Not allowed to smoke full stop while carrying out duties for the council.”

North Lincolnshire Council, controlled by the Tories, has apologised for the behaviour and the distress the incident may have caused.

A spokesman for the authority said: “We would like to apologise for any distress this may have caused.

“The maintenance teams take great pride in the work they do and uphold very high standards.

“The teams are, at all times, respectful while working hard to provide a fitting environment to enable people to pay their respects to lost loved ones.

“We would like to assure people this is not normal practice and council procedures have been invoked.”
