His speech was then repeatedly interrupted by protesters shouting “end detention now”.
The US President joked: “We’ll give you a microphone” before attempting with his speech.
He said: “Folks…Georgia was 100 days ago today when I was inaugurated on the steps of the United States capital.”
Joe Biden defeated Donald Trump in the 2020 US Presidential election.
Biden was inaugurated as US President in January 2021.
He is the oldest US President in history at 78 and will be 82 at the end of his first term.
Earlier this year, President Biden snubbed Boris Johnson and the UK as he stressed the importance of ties between the United States and Europe.
“The partnership between Europe and the United States in my view is and must remain the cornerstone of all that we hope to accomplish in the 21st century, just as we did in the 20th century.”
He added: “Let me erase any doubt, the United States will work closely with our European Union partners and capitals across the continent from Rome to Riga to meet the range of shared challenges we face.”
Mr Biden also fired a subtle dig at his predecessor Donald Trump.
He said: “I know the past few years have strained and tested our transatlantic relationship but the United States is determined to reengage with Europe, to consult with you and earn back our position of trust and leadership.”
